Prof. Dr. Ulrich Bartosch (*1960) is President of the University of Passau and HRK Vice President for Teaching, Studies and Teacher Training.
Ulrich Bartosch studied education (Diploma 1986) and political science (M.A., 1987) in Regensburg and completed his doctorate in 1994 at the Johann Wolfgang Goethe University in Frankfurt am Main with a thesis on the history of ideas and the theory of peace by Carl Friedrich von Weizsäcker. He then worked as a lecturer at the University of Passau and the Regensburg University of Applied Sciences. Between 1996 and 2000, he worked full-time in vocational training and adult education.
In 2000, Mr. Bartosch became Professor of Educational Sciences at the Catholic University of Eichstätt-Ingolstadt and also taught at Leuphana University Lüneburg and Kiel University of Applied Sciences. He played a leading role in the creation of the Professional Qualifications Framework for Social Work and the new version of the German Higher Education Qualifications Framework. He has been President of the University of Passau since April 2020.
From 2009 to 2015, Mr. Bartosch was Chairperson of the Association of German Scientists (VDW), until April 2022 Chairperson of the VDW’s Scientific Advisory Board. Among other things, he is a member of the German Youth Institute e.V.
Mr. Bartosch has been HRK Vice President for Teaching, Studies and Teacher Training since November 2023, a member of the Accreditation Council since November 2024 and Deputy Chairperson since March 2025.
